Our Role in Civic Innovation and Philanthropy

Dahlia Impact serves as the nonprofit partner and dedicated Impact Advisor to HTOF, enabling philanthropic and mission-aligned capital to support projects within the Fund’s scope. Through this structure, donors and foundations can directly support innovation in workforce development, infrastructure modernization, and translational research—without needing to create new institutions.

As the dedicated Impact Advisor to HTOF, Dahlia Impact is responsible for:

• Designing and enforcing impact measurement standards for all fund managers and partners

• Tracking metrics tied to economic inclusion, innovation equity, and civic value

• Providing third-part evaluation and reporting on impact outcomes to the fund stakeholders

As Nonprofit Partner, Dahlia will serve as the trusted 501(c)(3) affiliate for philanthropic dollars aligned with TDF objectives:

• Enabling foundations and donor-advised funds to support innovation, education, and research

• Executing nonprofit-focused programs that extend TDF’s reach and civic footprint

This ensures HTOF’s ambitions are met with substance and accountability—aligned with Dahlia’s identity.
