Our Role in Supporting Impact Driven Capital and Civic Innovation

Dahlia Impact serves as the nonprofit partner and dedicated Impact Advisor to HTOF, enabling philanthropic and mission-aligned capital to support projects within the Fund’s scope. Through this structure, donors and foundations can directly support innovation in workforce development, infrastructure modernization, and translational research—without needing to create new institutions.

As the dedicated Impact Advisor to HTOF, Dahlia Impact is responsible for:

• Establishing and maintaining clear impact measurement and reporting standards across all funded initiatives

• Defining and tracking metrics tied to economic mobility, inclusive innovation, and civic value

• Providing independent evaluation and transparent reporting on impact outcomes to HTOF stakeholders

As Nonprofit Partner, Dahlia will serve as the trusted 501(c)(3) affiliate for philanthropic dollars aligned with HTOF objectives:

• Enabling foundations and donor-advised funds to support workforce, education, and innovation focused initiatives

• Designing and executing nonprofit programs that extend HTOF’s reach and public benefit impact

This ensures HTOF’s ambitions are met with substance, accountability, and alignment with Dahlia Impact’s role.
